The Center for International Trade and Transportation (CITT) is dedicated to delivering education programs, innovative research, and community engagement in the area of transportation workforce development and training.
CITT administers California’s Local Technical Assistance Program (LTAP) Center under the direction of Caltrans’ Division of Local Assistance. CITT Interim Executive Director Tyler Reeb, Ph.D., serves as the LTAP Tribal Liaison, drawing upon his extensive work with the Transportation Research Board’s Standing Committee on Native American Transportation Issues.
CITT also has directly relevant experience in undertaking Workforce Development Initiatives for FHWA and in research on highway construction workforce partnerships. CITT led FHWA’s National Transportation Career Pathway Initiative (NTCPI), which developed pathway models for five disciplines within transportation including planning and engineering.
In addition to the LTAP Center, CITT is the Long Beach home for two USDOT-designated university transportation centers, the U.C. Davis‐led National Center for Sustainable Transportation and the University of Southern California-led Pacific Southwest Region University Transportation Center (covering California, Arizona, Nevada, and Hawaii).
Our research portfolio features policy analysis in the areas of trade and transportation, as well as workforce development. Our outreach programs include educational forums, including the nationally recognized State of the Trade and Transportation Town Hall series, research conferences such as the International Urban Freight Conference, and media-based efforts including podcasts and newspaper columns that engage the broader community in the discussion surrounding international trade and transportation. CITT’s education programs include the award-winning Global Logistics Professional program and the Marine Terminal Operations Professional designation, the only program of its kind in the country.

Education and Training Programs
We develop a suite of degree and competency-based education and training solutions designed to provide incumbent and emerging professionals with essential industry-recognized knowledge, skills, and abilities. We provide customized contract training programs designed to address organizational development and capacity needs for public and private organizations.
Research and Policy Initiatives
We engage in labor market analysis, policy analysis, and applied research to map new competencies required to empower the new mobility workforce, study the impact of regulations across the supply chain, and develop real-world pilot programs to test new initiatives.
Community and Industry Engagement
We have become a demonstrated community and industry resource in connecting partners across the supply chain to understand and respond to trade and transportation challenges and opportunities. Our organization provides leadership in convening leaders in industry, education, and government to develop common calls to action.

CITT publishes a wealth of industry-related trade and transportation news on such topics as trade events, important sector issues, the latest industry research, and profiles of regional goods movement sector professionals including CITT alumni and instructors. Episode 1: Equity & Mobility in Indian Country
In 1991, Congress authorized the Federal Highway Administration (FHWA) to implement the Tribal Technical Assistance Program (TTAP), which worked to build professional capacity within federally recognized Tribes to support the management of their transportation assets. In 2017, FHWA consolidated the seven regional TTAP Centers into just one, and two years later suspended the program entirely. Today, the TTAP remains suspended pending the release of new guidance and funding, however there is an ever-growing consensus that the program should be reconstituted to provide regionally specific technical assistance for tribal communities throughout the United States.
In this premier episode, we explore why engaging and developing the Tribal workforce is critical to maintaining the nation’s rural transportation infrastructure and how the future of Tribal technical assistance is key to achieving that goal. Join Tyler and his special guests in this timely discussion.

Courses and Programs
CITT conducts contract and customized training for a variety of public sector organizations and private industry groups. Options include a customized version of CITT's award-winning Global Logistics Professional program as well as contract training designed to meet the unique workplace needs of logistics and transportation organizations.
CITT is positioned to design and implement:
- short courses (from one day to one week long) that provide an overview of logistics topics, or an immersive deep dive into one topic.
- project- or capstone-based academies leading to certificates and certifications.
- hybrid classes offered both in the classroom and online.
- grant-based pilot programs.
All courses are eligible for Continuing Education Units (CEUs), and may be offered on our Long Beach campus, on site at your institution, or anywhere in the world.
Through a partnership with the Intermodal Association of North America (IANA), CSULB students have an opportunity to compete for scholarships that fund enrollment in CITT's Global Logistics Professional program and provide research stipends for work performed on intermodal-related research. Students may also enroll in programs offered through IANA's Education-On-Demand virtual course offerings free of charge. METRANS Transportation Consortium
The METRANS Transportation Consortium is a joint partnership of California State University, Long Beach (CSULB) and the University of Southern California (USC). METRANS' mission is to solve the transportation problems of large metropolitan regions through interdisciplinary research, education, and outreach.

We accomplish these objectives through a comprehensive and collaborative program of research, education, information dissemination, and technology transfer organized around three topical focus areas:
- Integrated management of freight and passenger systems
- Sustainable and efficient urban freight transportation
- Mobility of urban populations
The partnership of USC and CSULB brings together two large, urban universities with complementary strengths. USC is among the nation's leading research universities, and CSULB is one of the largest teaching universities in California. METRANS Transportation Consortium research includes many disciplines; faculty come from several fields of engineering, as well as planning, public policy, public administration, economics, and geography.
MetroFreight
MetroFreight is a consortium led by the METRANS Transportation Center and housed at the University of Southern California. A Volvo Research and Education Foundations Center of Excellence in Urban Freight, MetroFreight researches ways to streamline the transportation, handling, and storage of goods in city centers; while working to reduce the impact on traffic congestion, air quality, and urban livability. MetroFreight works with university partners in Los Angeles, New York, Paris, and Seoul.
CSULB faculty involved with MetroFreight include Seiji Steimetz, Associate Professor of Economics. CITT Executive Director Thomas O’Brien coordinates MetroFreight’s professional education efforts, including the development of courses for industry and policy makers, as well as a curriculum guide for faculty looking to develop urban freight coursework.
National Center for Sustainable Transportation
The U.C. Davis-led National Center for Sustainable Transportation is a research, education, and outreach consortium for the U.S. Department of Transportation. California State University, Long Beach is one of six institutions partnering to help federal, state, regional, and local agencies reduce the greenhouse-gas emissions from passenger and freight travel that contribute to climate change. The goal of the National Center is to enhance the environmental sustainability of the United States transportation system through a reduction in fossil fuel consumption and greenhouse gas emissions. The National Center is addressing the U.S. Department of Transportation’s strategic goal to advance environmentally sustainable policies and investments. This can be accomplished by asserting national leadership in reducing carbon emissions from transportation systems while supporting climate adaptation activities and continued mitigation of air pollution and other environmental impacts.

Southwest Transportation Workforce Center
The Southwest Transportation Workforce Center (SWTWC) seeks to connect and empower the 21st century transportation workforce through research, education, and industry engagement. The Federal Highway Administration (FHWA) funded the launch of SWTWC in concert with four other regional centers that form the National Network for the Transportation Workforce. Each center is dedicated to providing a more strategic and efficient approach to transportation workforce development.

Pacific Southwest Region University Transportation Center
The Pacific Southwest Region University Transportation Center (UTC) is the Region 9 UTC funded under the U.S. Department of Transportation’s University Transportation Centers Program. Established in 2016, the Pacific Southwest Region UTC (PSR) is led by the University of Southern California, and includes seven partners:

The Pacific Southwest Region UTC conducts an integrated, multidisciplinary program of research, education, and technology transfer aimed at improving the mobility of people and goods throughout the region. The program is organized around four themes:

- Improving mobility for vulnerable populations
- Improving resilience and protecting the environment
- Managing mobility in high-growth areas.
Region 9 includes four diverse states as well as the Pacific Island territories.

California State University Transportation Consortium
The California State University Transportation Consortium, led by the Mineta Transportation Institute at San José State University, conducts research and workforce development activities to identify safe, reliable solutions that increase mobility of people and goods and strengthen California’s economy.

Events
Working to foster information exchange and industry research, CITT hosts and participates in a number of conferences and events throughout the year. California Supply Chain Success Initiative
The California Supply Chain Success Initiative is a series of solutions-based dialogues among and between the set of system-wide stakeholders along the supply chain. It is a response to the many visible (and some not so visible) challenges to the supply chain that existed before the pandemic but that, in the wake of it, gained new prominence. The expected result is a set of consensus-driven, agreed-upon strategies for near-term and long-term steps that both industry and government can take to add value to the supply chain.

The California Supply Chain Success Initiative is sponsored by the California Governor’s Office of Business and Economic Development (GO-Biz) in conjunction with the California State Transportation Agency (CalSTA) and the Port of Long Beach. The Summit Discussion Guide—which answers the question "how did the supply chain industry get here?"—is now available.
It outlines wicked problems within the broader supply chain; global trends that create both demand for goods and bottlenecks to efficient freight flows; and the varying interests of industry stakeholders.
Our social media campaign shares valuable knowledge about the supply chain, dispels some myths about it, and solicits video responses to the questions above, helping to identify solutions that add value to the supply chain.
We are inviting supply chain professionals, researchers, community members, and decision makers to provide input on innovative supply chain solutions. An important part of our engagement strategy, and one that will help to expand the discussion in the upcoming Virtual Workshop, is soliciting short videos from a wide variety of stakeholders that explain the urgency in resolving the challenges the supply chain is facing. These videos may be shared online and/or incorporated into future workshops as agenda items and discussion points.
Due to continued interest, the submission deadline for video responses has now been extended to Friday, August 27, 2021.

A virtual workshop allows participants to contribute their thoughts and respond to contributions from others.
The Decision Makers Summit will be a small group roundtable gathering of key supply chain leaders held on September 21, 2021. It is designed to further define and refine strategies for short term response and longer-term changes that support the "system of systems."
This free Virtual Workshop on September 1 at 10:00 am PST will provide a forum for industry, community, and policy makers to refine and prioritize the solutions that will be critical in igniting collaborative discussion and problem-solving. It will be designed to allow participants to define objectives and answer questions regarding current obstacles and the role of government in small group settings.
The workshop outcomes will be used to inform the discussion at the follow-up Summit for decision makers to identify solutions-driven and mutually agreed-upon next steps to resolving them.
Town Hall
The CITT State of the Trade and Transportation Industry Town Hall Meetings are organized in an attempt to foster information exchange that positively contributes to the resolution of port-related conflicts.
In its infancy, the Town Hall approach was designed to make sure that the rank and file members of the longshore union were included in any debate surrounding port growth. While this is still the goal, the Town Hall has evolved to include a wide array of stakeholders interested in the relationship between the ports and the community.
The Town Hall meetings receive wide recognition in the goods movement industry, as well as support and financial sponsorship from entities including the executive directors of the Ports of Los Angeles and Long Beach, International Longshore and Warehouse Union, Alameda Corridor Transportation Authority, and Long Beach City College Office of Economic Resource Development. The events have also received formal endorsement by the board of directors of 21 trade associations.
Town Hall meetings are available via webcast, and videos of the events are also available for purchase. Town Hall videos have been used as an independent informational resource by governmental agencies and industry and community groups. White Papers which summarize the Town Hall discussions and highlight the key topics addressed are free of charge.

Dr. Genevieve Giuliano
Professor and Margaret and John Ferraro Chair in Effective Local Government, Sol Price School of Public Policy, University of Southern California
Dr. Genevieve Giuliano is Professor and Margaret and John Ferraro Chair in Effective Local Government in the Sol Price School of Public Policy, University of Southern California. Her research focus areas include relationships between land use and transportation, transportation policy analysis, and sustainable transportation. Her current research includes examination of e-commerce and travel behavior, markets for zero emission heavy duty trucks, and the use and development of applications for transportation system analysis using archived real-time data. She has published over 180 papers and has presented her research at numerous conferences both within the US and abroad. Professor Giuliano is a past Chair of the Executive Committee of the Transportation Research Board, and a National Associate of the National Academy of Sciences. She is the recipient of several awards, most recently the Walter Isard award for distinguished scholarship contribution from the North American Regional Science Association. She is a frequent participant in National Research Council policy studies.
Jack Hedge
Vice President of Hydrogen Hub Development, BayoTech
Jack Hedge is Vice President of Hydrogen Hub Development at BayoTech, where he is responsible for the development of the company’s North American hydrogen production projects. Jack leads the team that is developing relationships with host property managers, community stakeholders, regulators, and local government officials who are interested in decarbonization. Prior to joining BayoTech, Jack served as President of Utah Inland Port Authority, where he was responsible for developing and building one of the nation’s leading sustainable intermodal logistics hubs. Jack has also worked as the Director of Cargo and Industrial Real Estate for the Port of Los Angeles where he led the development, leasing, and asset management functions of the largest container port complex in North America. Jack received his bachelor’s degree in business administration and international marketing from Texas A&M University.
Dr. Sarah Saltzer
Managing Director, Stanford Center for Carbon Storage, Stanford University
Dr. Sarah Saltzer is the Managing Director of the Stanford Center for Carbon Storage and is leading the effort to launch a new Carbon Management Initiative at Stanford. Sarah spent 25 years at Chevron where she held a series of scientific, managerial, and executive roles. She has a diversity of experience in positions of increasing responsibility, including geology research and teaching, petroleum engineering, leading exploration teams, competitor analysis and business planning, executive responsibilities for all business operations for Chevron’s multi-national environmental remediation company, and responsibility for SEC-mandated reserves reporting for a quarter of the globe. Dr. Saltzer holds a M.S. and B.S. from the Massachusetts Institute of Technology and a Ph.D. from Stanford University.
Trelynd Bradley
Deputy Director for Sustainable Freight and Supply Chain
the California Governor’s Office of Business and Economic Development (GO-Biz).
Trelynd Bradley serves as the Deputy Director for Sustainable Freight and Supply Chain at the California Governor’s Office of Business and Economic Development (GO-Biz). He oversees GO-Biz's newly established Office of Supply Chain, that seeks to advance and enhance California's broader goods movement and supply chain ecosystem. In this role, and roles prior with the State, Tre has provided tailored consultation to corporate executives, local agencies, industry associations, and entrepreneurs on planning for infrastructure, navigating incentives, and ensuring business success in California. Over the years Tre has led several initiatives for the states such as critical mineral supply chain, Opportunity Zones, solar and storage permitting, and the California Port Data Partnership. He has an array of experience in business development working across a multitude of sectors, including energy, aerospace and defense, manufacturing, biotech, tourism, technology, transportation, trade, finance, and real estate. Trelynd holds bachelor’s degrees in business economics and political science from the University of California, Riverside and a Graduate Certificate in Applied Policy and Government from California State University, Sacramento.

Domenick Miretti Award
The Miretti Award honors the late Domenick Miretti (1932-2016), a founding member of the CITT Policy & Steering Committee, who embodied the spirit of the local trade and transportation community. Miretti, who served as ILWU Liaison for the Port of Long Beach and the Port of Los Angeles, always emphasized the importance of the collaboration between industry and educational partners, for the betterment of the trade and transportation workforce. Each honoree is given a personalized plaque at the annual Town Hall. A perpetual plaque is housed in the offices of CITT.

2021: Vic La Rosa
Vic La Rosa, President and Co-Founder of Total Transportation Services, is the recipient of the 2021 Domenick Miretti Award. The award will be presented to him at the 2022 CITT Town Hall on May 24, 2022. Vic’s comprehensive background spans all aspects of the transportation industry and specializes in environmental stewardship. He has worked to shape the impact transportation has on our world, from cleaning the air with near- and zero-emission trucks, to building partnerships to get the job done, and providing an educational foundation to inspire future generations.
2020: Vivian Malauulu
Vivian Malauulu received the Domenick Miretti Award at CITT's virtual State of the Trade and Transportation Industry Town Hall on October 6, 2020. Vivian has a remarkable resume that includes over 20 years as a full-time registered longshore worker at ILWU Local 13, with years of service in numerous leadership capacities there as well. She is also an educator, freelance journalist, and community volunteer, as well as a wife and mother. She presently serves as the Benefits Officer for ILWU Local 13 and the President of the Long Beach City College District (LBCCD) Board of Trustees.

2019: Dr. Genevieve Giuliano
Genevieve Giuliano has served for over 20 years as Director of the METRANS Transportation Center, a partnership between USC and California State University, Long Beach, providing a platform to influence supply chain policy and education at international, national, and state levels. Her involvement has had a direct impact on elevating the conversation between labor unions, decision makers and policymakers, resulting in positive changes to understanding and collaboration in the Southern California goods movement industry and beyond.
2018: Marianne Venieris Gastelum
Marianne Venieris Gastelum is the past Executive Director of CSULB’s Center for International Trade and Transportation. Marianne established the CITT State of the Trade and Transportation Industry Town Hall as a unique educational forum that addresses issues critical to all goods movement stakeholders, including the ILWU.
2017: Norman Fassler-Katz
Norman Fassler-Katz served for 15 years as Senior Consultant to both the Assembly Select Committee on California Ports as well as its counterpart, the California State Senate Transportation Select Committee on California Ports and Goods Movement, until his retirement in 2015.

Richard Hollingsworth Professional Development Scholarship
The Richard Hollingsworth Professional Development Scholarship fund honors the memory of a visionary who believed passionately in education and self-determination and who was devoted to his community. Richard was a founding member of the Center for International Trade and Transportation (CITT) Policy & Steering Committee at CSULB.
Richard was committed to education and training. His participation, leadership, and guidance were vital to the creation of one of CITT’s flagship programs, the Global Logistics Professional (GLP) professional designation, internationally recognized as one of the finest training programs in the goods movement industry.
Upon taking the reins of the Gateway Cities Partnership, Inc., in 1998, Richard energetically launched his broad vision of comprehensive economic development in S.E. Los Angeles County. He knew that education, jobs, and investment in decent housing were desperately needed in the region's poorest communities. He spent the remainder of his life in unprecedented and innovative projects to bring his generous vision to reality. He devoted his life to improving opportunities for those less fortunate.
The fund enables outstanding students in our community with limited resources to enroll in our most distinguished professional development programs.

Harbor Transportation Club Endowment
This scholarship fund honors the service of Marianne Venieris, Emerita Executive Director of the Center for International Trade and Transportation (CITT), in conjunction with the Harbor Transportation Club (HTC) in promoting educational opportunities for those looking to enter the international transportation field.
Much of the outstanding success of the Center for International Trade and Transportation (CITT) can be traced to the leadership of Marianne Venieris. Respected and beloved throughout the goods movement industry, she created scores of partnerships and programs, gained the trust of every facet of this diverse professional community, and set CITT on the course for continued excellence.
As one of the leading harbor trade associations serving Southern California, (HTC) is committed to raising awareness of pertinent issues in the international shipping industry through meetings and social functions. Since the inception of the Global Logistics Specialist Professional Designation Program (GLS) in 1997, the HTC has supported GLS students by providing over $100,000 in student scholarships. The club offers scholarships for GLS students each year. HTC has also supported students in the Port of Long Beach Academy of Global Logistics at Cabrillo High School.

Harbor Association of Industry and Commerce
The Harbor Association of Industry & Commerce (HAIC) is a nonprofit industrial and commercial trade association that serves as a united voice on trade, transportation, energy, environmental and land-use issues affecting the harbor business communities. HAIC supports educational opportunities for students in the greater port community and promotes policies to further enhance development of commerce and industry while also supporting students’ educational endeavors.

Port of Long Beach Scholarship
As one of the premier seaports in the United States, the Port of Long Beach (POLB) is committed to helping prepare students for leadership positions in the goods movement industry. The Port awards scholarships on an annual basis to students in CITT-related programs including degree programs and professional designation programs like Global Logistics Professional (GLP).
Applicants must:
- Currently be enrolled in a CITT-related program
- Demonstrate commitment to complete all program requirements
- Indicate overall career goals on application
- Demonstrate professional interest in transportation/logistics
- Provide evidence of prior work experience and academic degrees (not required but will be considered)
- Include statement of financial need where appropriate
- NOT be an employee of or intern at the Port of Long Beach or a member of the immediate family of anyone connected with the Port of Long Beach

Containerization and Intermodal Institute Scholarships
The Containerization and Intermodal Institute (CII) is the oldest nonprofit dedicated to promoting and supporting the business of international trade and the intermodal container transportation community. CII offers scholarships starting at $1,000 each to promising students studying logistics or transportation. CII has selected students from CITT's GLP program to receive this scholarships. These awards honor the students’ efforts in developing their education and skills in the industry. The scholarships are presented during the Connie Awards, which recognize individuals who made outstanding contributions to the intermodal industry.

Kevin Turner Scholarship
Kevin Turner, a graduate of the Global Logistics Specialist (GLS) program at CITT and current program instructor, established this award to support a GLS student's career advancement and commitment to success in the trade and transportation industry.
Kevin Turner is Executive Managing Director of Cushman and Wakefield. He specializes in the sale, lease, and tenant representation of office, industrial, and R&D properties. Kevin is highly experienced and qualified in the creation and execution of marketing campaigns, financial and market analysis, site selection, lease evaluation, multi-tenant evaluations, facility counseling, land development transactions, and sale and lease negotiations. His particular expertise is in the port sector.
Committed to his career, Kevin enrolled in the GLS program realizing that by understanding the supply chain he can offer his clients invaluable information and reach a higher service level. He said that seeing the sacrifices made by some of the students in the program inspired him to give back and help those who need it most.

Intermodal Association of North America (IANA)
The Intermodal Association of North America (IANA) is the only organization that represents the combined interests of the intermodal freight transportation industry through innovation, education, and dialogue. The IANA Scholarship Program offered through CITT recognizes the value of industry-specific training and experience to enhance career success and the ability to contribute to the intermodal freight transportation industry.
The IANA Scholarship Program provides the following opportunities:
- Scholarships for CSULB students to enroll in CITT’s Global Logistics Professional (GLP) program in order to gain an industry-recognized professional designation. This would complement skill sets developed in the applicant’s academic program with industry skills and knowledge typically acquired through work experience and formal exposure to the freight sector.
- Two additional awards are made to CSULB students interested in participating in a research project with CITT in the field of logistics and intermodal transportation. This award includes enrollment in the GLP program as well as a research stipend. Applicants must be eligible to work on the CSULB campus.
IANA Scholars will be encouraged to:
- participate in industry networking activities, conferences, seminars, and association meetings;
- participate in a work‐based learning experience in the field of logistics and transportation.
- Must be a CSULB graduate or undergrad student, graduate of or instructor in the Port of Long Beach Academy of Global Logistics, or graduate of Long Beach City College and its Maritime Center of Excellence
- Must demonstrate commitment to completing all GLP program requirements
- Must have professional interest in transportation‐ or logistics‐related fields

Harbor Trucking Association Endowment
The Harbor Trucking Association (HTA) is a coalition of intermodal carriers serving America’s West Coast ports. Its purpose is to advocate, educate and promote strategies with other goods movement stakeholders and policy makers that will sustain emission reductions, provide a dialog for intermodal truck efficiency, and return cargo and jobs to America’s West Coast ports.
The HTA endowment supports CSULB student research and participation in CITT-affiliated training programs. Applications are accepted on a rolling basis.

The Los Angeles Transportation Club Scholarships were established to help students pursue career paths in transportation. All awards will be made based on the following:

The Los Angeles Transportation Club (LATC) is a non-profit corporation dedicated to providing transportation professionals, shippers, and suppliers a forum to foster relationships, share ideas and solutions as well as promote the contributions that the industry offers to global commerce. Its number one priority is to make sure that this club provides value to its members and the community at large. Their members represent hundreds of retailers, importers, manufacturers, educators, and service providers throughout the Southern California region, which provides the perfect forum for educational insights and networking. LATC has contributed more than $90,000 to its Endowment at CITT to benefit students pursuing professional training in the fields of trade, transportation and logistics.
